It was changed from 7 to 6, the same season that the number of slots was increased to 24. If they have plenty of teams with 7 wins, and then only select teams with 7 wins, it's their call, but a team with 6 can be selected. Prior to the increase of playoff positions, a team was required to have 7 D-I wins.
The number 6 is also consistent with FBS D-I wins for bowl eligibility.
