Well - it looks like the SoCon Officials learned about the new 2016 low blocking rule AFTER Week 1 of the season or decided to CALL it.
Hmmm....wonder if they are reading SoCon Message Boards???...

...if I'm correctly interpreting the new low blocking rule implemented this season, the SoCon Officials need to convene a special film review session this week. I saw, literally, dozens of illegal blocks in the less than 1/2 of the game that I have reviewed [referring to the Mercer vs. The Citadel game in week 1]
1) Their A-Backs loop outside and then angle back inside and cut the 1st LB pursuing to the outside. So, they are leaving the tackle box and blocking below the waist before the ball has left the tackle box AND the contact is NOT "directed from the front." I believe the officials are not calling this because these backs are relatively small, they stay very low throughout their execution of the play, and there is A LOT going on in the area that they are doing this.

1st Quarter
1st and 10 at CIT45 Jordan Black rush for 9 yards to the FUR46 (Trey Robinson), PENALTY CIT illegal block (Reggie Williams [A-Back]) 14 yards to the CIT31, NO PLAY.
1st and 24 at CIT31 Jordan Black rush for 5 yards to the CIT36 (Jaylan Reid;Byron Johnson).
2nd and 19 at CIT36 Jordan Black rush for 4 yards to the CIT40 (Tyler Voyles;Carl Rider).
2nd Quarter (continuation of 1st Quarter possession by The Citadel shown above)
3rd and 15 at CIT40 Start of 2nd quarter, clock 15:00.
3rd and 15 at CIT40 Jordan Black rush for 22 yards to the FUR38, out-of-bounds (Aaquil Annoor), PENALTY CIT illegal block (Reggie Williams [A-Back]) 3 yards to the CIT43, NO PLAY.
I'm assuming, as no subsequent Illegal Block Penalties were called on Bulldog A-Backs, after being called 2x for this illegal blocking technique early in the game, El Cid saw that they were not going to be able to get away with this illegal block, as they had been allowed to the entire game in the previous week @ Mercer, and changed their technique to a legal & substantially less effective one.
Too bad for the Bears that this couldn't have happened the prior week.
BTW - The Citadel had 8 times as many penalties for 5 times as many yards penalized vs. FU as they did in the prior week @ Mercer.
