This is inexcusable. Who are the holdouts?

I have no idea. Certainly not Mercer. I do know that you have to have a separate room/booth in the press box and you have to run a fiber line and the communication equipment. I'm sure there are a number of schools that would have to do construction. You also have to pay an extra official for the games, so it could be a budgetary issue for some people. But, schools have to find a way. We can't lag behind all the other conferences too far.

Update: SoCon schools have the option of using replay for their home games in 2017 & 2018. All SoCon schools must implement instant replay capability by 2019.
The Citadel has publicly announced that they will be using replay in 2017.
I have been told by a very reliable source that Mercer will also begin using replay in 2017.
Anyone else know or hear (reliably) what the other 7 schools are doing in 2017?

That sucks we need it bad. Bad calls can determine the outcome of game, we witnessed that last year.
